Fossil Fuel Non Proliferation Treaty

Take Action: Urge City Council to endorse the Fossil Fuel Treaty

Ottawa has declared a Climate Emergency, yet in order to accelerate a just transition away from fossil fuels, further action is required from us all. Please join us in calling on Ottawa City Council to championing a city endorsement of the call for a Fossil Fuel Non-Proliferation Treaty.

The Fossil Fuel Non-Proliferation Treaty provides a framework for a global agreement and calls for ending new fossil fuel exploration and expansion, phasing out existing production in line with the global commitment to limit warming to 1.5 degrees Celsius, and accelerating a just and equitable transition to a low-carbon future so no community is left behind. Support for the Treaty is growing daily, as more than 101 Nobel Laureates, 1000+ civil society organizations, 2500+ scientists and academics and 30 major cities around the world including Vancouver and Toronto.

Ottawa, as the nation’s capital, must add its support alongside the Canadian cities of Toronto and Vancouver, which have already endorsed the treaty, along with 30 cities globally.

Dear Mayor Watson and Councillors,

There is no more pressing priority than climate change. Bold and immediate action is needed to address the climate emergency. We welcome steps Ottawa has taken including declaring a Climate Emergency, adopting the Energy Evolution action plan, and writing to Ontario to urge the province to phase out gas. We also urge further action to phase out fossil fuels. Phasing-out fossil fuel production, and fast-tracking progress towards safer and more cost-effective solutions, will require unprecedented international cooperation, as well as action here in Ottawa.

People on every continent are joining the call for an international mechanism to complement the Paris Agreement by phasing out coal, oil and gas and managing the global just transition required to meet our 1.5ºC targets. With the recent IEA and IPCC reports, and COP26 which mentioned fossil fuels in the final text for the first time, now is the time to put the question of managing an equitable transition away from fossil fuels on the international agenda.

The Fossil Fuel Non-Proliferation Treaty (FFNPT) provides a framework for a global agreement on phasing out fossil fuels. The Treaty calls for ending new fossil fuel exploration and expansion, phasing out existing production in line with the global commitment to limit warming to 1.5 degrees Celsius, and accelerating a just and equitable transition to a low-carbon future so no community is left behind.

Support for the Treaty is growing daily, as more than 101 Nobel Laureates, 1000+ civil society organisations, 2500+ scientists and academics and 30 major cities around the world including Vancouver and Toronto, and Los Angeles, Sydney, Bonn, Birmingham, and Barcelona have endorsed.

We are asking you to support the following recommendations:

  1. City Council formally endorse the call for a Fossil Fuel Non-Proliferation Treaty
  2. City Council request that the City Manager send a letter to the Prime Minister of Canada noting they have done so.

Through the Fossil Fuel Non-Proliferation Treaty (FFNPT), the city of Ottawa may encourage multilateral transnational diplomacy around the common goal of ending fossil fuel production and renewing the ecological conditions which will support life on earth.

We urge you to commit our city to a fossil fuel phase-out and a just energy transition by endorsing the call for a Fossil Fuel Non-Proliferation Treaty.
