Ottawa has a large, rich landmass, but we use it poorly: much is paved over for car infrastructure and low-density development. This approach forces car dependency—one reason why over 40% of Ottawa’s greenhouse gas emissions come from transportation. Paved surfaces also destroy natural habitat and contribute to flooding. One solution is the 15-minute neighbourhood, an urban planning approach in which most resident needs—parks, shops, school, health care, etc.—are accessible within a 15-minute walk and nature has a place to thrive. We have an opportunity to create 15-minute neighbourhoods through the new Zoning By-law, which will guide development city-wide.
