Spring 2019 - Ottawa City Council declares a climate emergency

A historic moment for Ottawa which represents a shift towards a better future for the city.

March 2019 - Ottawa launches the new Official Plan review

This becomes recognized as one of the most important policy decisions to pass through City Council this term, and likely in many years.

The Official Plan document is the city's core policy used to determine how Ottawa will grow and develop over the next 26 years (until 2046). Within the document is a review of the city's urban boundary line.

Summer 2019 - Ecology Ottawa launches the Hold the Line Campaign

The new Official Plan document houses some of the most environmentally significant policies for the city of Ottawa. If the city hopes to meet its climate change goals and reduce pollution, the urban boundary has to stay where it is. Urban sprawl, caused by the expansion of a city's urban core has serious impacts on air pollution, biodiversity, and community health.

Winter 2019 - Ecology Ottawa begins meeting with councillors.

Over the course of several months, Ecology Ottawa met with many councillors including, Laura Dudas, Theresa Kavanagh, Rawlson King, Catherine McKenney, Jeff Leiper, Jan Harder, Allan Hubley, Glen Gower, and Scott Moffatt.

May 8th, 2020 - Ecology Ottawa host a virtual Hold the Line Rally

Just days before the vote, Ecology Ottawa hosted an online rally with over 500 attendees. This event marked the official hand-over of the Hold the Line Petition which contained more than 4000 signatures.

May 11th - The Joint ARAC and Planning committee meeting begins its three-day session

Over the course of two full days of delegations, Ottawa showed how much the issue mattered. The majority of the delegations supported a no-expansion scenario. Speakers included Ecology Ottawa's very own Executive Director Robb Barnes.

The week before the Vote

In the week leading up to the vote, Ecology Ottawa hit the ground running. In partnership with many other organizations across the city, we hosted 2 webinars, picked up the phones and made hundreds of calls, ran ads, and published an op-ed to spread the word.

May 27th - City Council Votes to Expand

Despite Months of effort, the motion for no-expansion was rejected in an 8-13 vote. The decision to expand meant the addition of 1650 hectares of land to the urban boundary (A space larger than the size of Somerset and Capital Wards combined).

A once-in-a-generation opportunity

The new Official Plan must be Ottawa’s climate emergency plan. Hold the Line is a necessary city-wide initiative to adequately respond to the Climate Emergency. 

Future development needs to reach a 64% share of intensification in order to hold the urban boundary line where it is today. The city's Official Plan proposal only reaches a 51% share of intensification and 49% greenfield development.

The new Official Plan is a once-in-a-generation opportunity for the city to hold the line on sprawl by embedding strong intensification targets and ensuring that the urban boundary is not expanded. This will protect vast swaths of greenfield land – vital natural areas and farmland – for generations to come. 

Urban sprawl will promote car-centric development moving Ottawa further away from a sustainable future. Intensification will allow to improve current infrastructure and public transportation and will help build healthy foundation for future greener development.

Besides the obvious environmental consequences, city expansion has economic, social and health implications for the residents.

The Fight isn't Over

While the vote to implement a smart intensification target failed, there is still much work to be done! Ecology Ottawa will continue to push for smart growth that will result in a better and greener future for Ottawa.

Mars 2019 - Ottawa lance la nouvelle révision du Plan Officiel

Cela est reconnu comme l'une des décisions politiques les plus importantes à passer par le Conseil municipal au cours de ce mandat, et probablement dans de nombreuses années. Le document du Plan Officiel est la politique centrale de la ville utilisée pour déterminer comment Ottawa va se développer et grandir au cours des 26 prochaines années (jusqu'en 2046). Ce document contient une révision des limites urbaines de la ville.

Été 2019 - Ecology Ottawa lance la campagne "Hold the Line"

Le nouveau document du Plan Officiel contient certaines des politiques les plus importantes pour la ville d'Ottawa sur le plan environnemental. Si la ville espère atteindre ses objectifs en matière de changement climatique et réduire la pollution, la limite urbaine doit rester là où elle est. L'étalement urbain, causé par l'expansion du centre-ville, a de graves répercussions sur la pollution de l'air, la biodiversité et la santé de la communauté.

Hiver 2019 - Ecology Ottawa commence à rencontrer les conseillers municipaux.

8 mai 2020 - Ecology Ottawa accueille un rallye virtuel "Hold the Line"

Quelques jours avant le vote, Ecology Ottawa a organisé un rassemblement en ligne avec plus de 500 participants. Cet événement a marqué la remise officielle de la pétition "Hold the Line" qui contenait plus de 4000 signatures.

11 mai - La réunion du conjointe comité de planification et de l'ARAC commence sa session de trois jours

Au cours de deux journées entières de délégations, Ottawa a montré à quel point la question était importante. La majorité des délégations ont soutenu un scénario sans expansion. Parmi les orateurs figurait le directeur exécutif d'Ecology Ottawa, Robb Barnes.

La semaine précédant le vote

Au cours de la semaine précédant le vote, Ecology Ottawa a été mis sur pied. En partenariat avec de nombreuses autres organisations de la ville, nous avons organisé deux webinaires, pris les téléphones et passé des centaines d'appels, publié des annonces et un article d'opinion pour faire passer le message.

27 mai - Le Conseil municipal vote pour l'élargissement

Malgré des mois d'efforts, la motion de non-élargissement a été rejetée par 8 à 13 voix. La décision d'expansion signifiait l'ajout de 1650 hectares de terrain à la limite urbaine (un espace plus grand que la taille du Somerset et des quartiers de la capitale réunis).

Ça n'arrive qu'une fois par génération!

Le conseil municipal d’Ottawa a déclaré une urgence climatique au printemps 2019. Le 19 mai 2020, la Ville prendra une décision finale sur la limite urbaine d’Ottawa. Le nouveau Plan Officiel doit être le plan d’urgence climatique d’Ottawa. Stop à l'étalement urbain est une initiative nécessaire à l'échelle de la ville pour répondre adéquatement à l'urgence climatique.

Le développement futur doit être de 70% d'intensification (sur les terres actuellement développées) et de 30% de développement en terrain vierge (sur des terres précédemment non développées) à l'intérieur de la frontière actuelle. La proposition actuelle dans le Plan Officiel suggère une intensification de 60% et un développement entièrement nouveau de 40%.

Le nouveau Plan Officiel est une occasion unique pour la ville de maintenir la ligne d'étalement en intégrant de solides objectifs d'intensification et en veillant à ce que la frontière urbaine ne soit pas élargie. Cela protégera de vastes étendues de terres vierges - des zones naturelles vitales et des terres agricoles - pour les générations à venir.

L'étalement urbain favorisera un développement centré sur la voiture, éloignant Ottawa d'un avenir durable. L'intensification permettra d'améliorer les infrastructures et les transports publics actuels et contribuera à construire des bases saines pour un développement futur plus vert.

Outre les conséquences environnementales évidentes, l'expansion de la ville a des implications économiques et sociales pour les habitants.

La lutte n'est pas terminée

Si le vote en faveur de la mise en œuvre d'une cible d'intensification intelligente a échoué, il reste encore beaucoup à faire ! Ecology Ottawa continuera à faire pression pour une croissance intelligente qui se traduira par un avenir meilleur et plus vert pour Ottawa.
